I live in East Anchorage and was involved for over a year in the fiasco around the development in south Russian Jack Springs Park. It is unclear to me why planning has been inititated for the north side of Russian Jack given the recent conflict around proposed development on the south side of RJSP and the lack of conformance to the existing master plan.
In reviewing the documents posted on this site I presume we are being asked to believe that a one page plan-view of the park done in 1996 and approved more than 5 years later in 2002 supplants the efforts of the comprehensive plan that was done in the 1970's. I believe this is the assumption that park planners move forward with on the previous effort, that was not supported in the public process or by the Parks and Recreation Commission. (Response: the 1979 Master Plan is available via our "related files" link, and is still a guiding document)
I believe that the wisest course of action at this time is to invest in a new master planning effort with full public participation, for all of Russsian Jack Springs Park, prior to any development proposals. This plan could then be used to guide any proposed future development in the park. As opposed to investing the communities time, money, and effort in a planning process for the north side of the park that may not be congruent with the current master plan.
Russian Jack Springs Park contains some of the last , undeveloped, open space in East Anchorage and the community should expect that this important park is utilized, developed and/or protected in the manner that is consistent with the long term desires of the community.- Jim Galanes

North Jack has great potential for frisbee golf. Mostly the southern and eastern boundaries and the high ground parallel to Bonniface. The best place to access a disc golf course would be from the parking lot off of Pine St. The course could begin and end behind the softball fields. - Tim Kosednar
